Dan Mossenson

Founder and Secretary

Dan Mossenson is the founder and secretary of the Small Bar Association of WA Inc.

Dan is Chairman of Partners and group leader of the liquor, hospitality and tourism group at Lavan Legal, Perth’s largest independent law firm. Dan has been with the firm and its antecedent businesses for over 40 years. During that time he has acted for all of the principal liquor industry associations of licensees. Since representing the applicants for the liquor licences for the Sheraton Hotel Perth in 1971 and the first tavern in Western Australia (Sassella’s) in 1973 Dan has acted as solicitor for and counsel in countless licensing cases statewide. Dan has been at the forefront of new liquor licensing developments over many years.

Dan has been on the board of Tourism Council Western Australia Ltd and its predecessor for over 10 years and is the inaugural Chairman of Racing Penalties Appeal Tribunal (since 1990).

Following the changes to liquor law with the introduction of the Liquor Control Act in 2007 and perceiving there to be a lack of representation for the small bar industry, Dan resolved to set up the Association. Dan’s background and experience make him ideally placed to support and represent the Association and its members.

Jessica Patterson is a Senior Associate in the Liquor, Tourism and Sports Group at Lavan Legal.

Jessica commenced working at Lavan Legal in 1993 and has been advising the liquor industry since 1998. Jessica provides advice on a wide variety of liquor licensing and related matters. She acts in both litigious and non-litigious matters for a range of different clients of all sizes around the State. Jessica’s experience includes acting in respect of the first small bar licensed premises in the Perth CBD and providing advices and assistance in respect of other small bar licence applicants and also for equivalent licences.

As Treasurer of the SBA, Jessica is responsible for the SBA’s finances and other committee obligations. Jessica has been actively involved in the establishment of the SBA.

   

Paul Fowler

President

Paul Fowler is the President of the Small Bar Association of WA Inc and the proprietor of The Stanley, a small bar in Wembley.  The Stanley was the first small bar to open in The Town of Cambridge, in August 2009.
 
Paul is a former Melbourne lawyer who relocated to Perth in 2007 to become involved in the WA small bar scene.  Having enjoyed patronising small bars in and around Melbourne for almost 20 years, Paul saw the recent changes to the WA Liquor Control Act as a great opportunity to help transform the local drinking scene, particularly with the introduction of a “small bar” category of liquor licence.
 
Paul is very pleased to be the inaugural President of the SBA, an organisation which truly represents the interests of and understands the challenges facing existing and aspiring small bar licencees.  Paul firmly believes that the “first wave” of small bars have already become integral to the cultural and social enhancement of Perth and its regional areas.  Small bars are also central to promoting the responsible service of alcohol and improving prevailing drinking habits by virtue of lesser patron numbers as well as smaller, more sophisticated, drinking venues.  He hopes that many more new small bars will open to create additional and much needed local entertainment options.  This objective can be achieved with the assistance of numerous stakeholders including State and local governments who have respective roles to play in reducing current obstacles to obtaining and maintaining small bar licences.           
       

   
 

Anthony Einfeld

Committee Member

Anthony Einfeld is the owner and creator of Double Lucky in Leederville one of the first small bars to be approved under the amended legislation.

Anthony recently returned to Perth after 17 years absence where he gained invaluable hospitality experience working and running venues in London, Glasgow, New Orleans and Sydney. With the amended legislation Anthony saw the opportunity to create an international style lounge bar. Double Lucky provides Perth a venue catering for over 25s who are looking for upbeat live music whilst enjoying quality drinks and exceptional service.

Anthony is passionate about the importance of Small Bars in bringing positive change to the industry.
